MISSION
The
fundamental mission of the National Institute of Metrology (INM) is to realise,
maintain and disseminate units of measurement in Romania, in accordance with
the requirements of the Mutual Recognition Arrangement of national measurement
standards and Calibration and Measurement Certificates issued by the national
institutes of metrology
(CIPM-MRA)
To achieve its mission
The National
Institute of Metrology maintains, improves and uses reference measurement
standards and the 21 national measurement standards of Romania.
PROFILE
The National Institute of Metrology is organised as a
research and development institute in the field of metrology, subordinated to
the Romanian Bureau of Legal Metrology (BRML).
Main activities of the INM consist in the development,
maintenance and use of the national measurement standards, providing the
traceability to the SI and dissemination of the units of measurement at
national level.
INM operates as a public interest self-funded
institution and has its own budget.

TRACEABILITY AND CAPABILITY
The traceability of national and
reference measurement standards to the International System (S.I.) is achieved
by:

comparisons with the primary measurement
standards of other countries - in case of primary measurement standards held by
INM;
·
periodic calibration with respect to
measurement standards of other international and national institutes of
metrology - BIPM, PTB, BNM - INM, NPL etc. - whose traceability to the SI is
already proven and widely recognized internationally.

The national standards are public goods,
property of the State, represented by the Romanian Bureau of Legal Metrology,
maintained, improved, compared, preserved and used within the National
Institute of Metrology. The national standards are presented in Table. 1.

The INM's capability to disseminate the units in accordance with the CIPM-MRA requirements is proved by the results obtained in the key comparisons, supplementary key comparisons, as well as in other CIPM - MRA relevant comparisons performed with other institutes of metrology.

AFFILIATION AND RECOGNITION
INM actively participates in the CIPM-MRA process,
ever since the Signing of the Mutual Recognition Arrangement in 1999.
Within the EUROMET frame, INM participated in joint
projects and claimed more then 300 calibration measurement capabilities (CMCs).
The acceptance of INM as a EURAMET e.V. founding
member confirmed the recognition of the level attained in maintaining the national
measurement standards and disseminating units of measurements, as well as in
calibrating and measuring in accordance with CIPM-MRA requirements (www.bipm.org).
INM acts as the lead institute in the frame of EURAMET
e.V. The designated institute in the field of Ionising Radiation is IFIN-HH (http://www.ifin.ro/research/departments/cpr.php).
Starting 2009, Romania through its INM participates in
the European Research Programme in Metrology performed jointly in 22 UE members
States (www.emrponline.eu).
Since 2014, INM participates in the European Metrology
Programme for Innovation and Research (EMPIR) operated jointly by 28 UE member
states(https://www.euramet.org/research-innovation/empir).
OUTLOOK
Maintenance, development and recognition of the
calibration capabilities of the INM within the framework defined by the CIPM -
MRA represent a permanent mission of the institute. Participation in many
projects for the development and recognition of the CIPM - MRA has started and
will be carried on during the next years. The calibration and measurement
capabilities (CMCs) declared are validated in the frame of a documented process
by the CIPM. The calibration and measurement capabilities of the INM are presented

CALIBRATIONS, PATTERN EVALUATION AND VERIFICATIONS
INM laboratories offer a wide range of calibration,
metrological verification and pattern evaluation services. The results of the
measurements performed as part of these services are traceable to the
International System. The services are offered under a Quality System based on
the standard SR EN ISO CEI 17025.

In accordance with the Order 174/2016 issued by the
General Director of the Romanian Bureau of Legal Metrology, starting 18th of
April 2016, the prices for calibrations covered by CIPM-MRA for which
Calibration Certificates with CIPM MRA logo are issued, are increased by 50 %
from the prices published in the List in force.
The categories and sorts of measuring means subjected
to legal metrological tests can be found in the Official list of
measurement instruments subject to legal metrological verification� LO 2012 (Official Gazette of Romania, part I, No.
231/22.03.2015). The charges for these works are set in the List of
charges for works performed by the Romanian Bureau of Legal Metrology LT 2009. (HG
nr. 712/2009, Official Gazette of Romania, part I, No. 604/01.09.2009), updated
in accordance with the Order 48/08.03.2010, published in Official Gazette of
Romania, part I, No. 181/22.03.2010, modiffied by the Order nr. 162/2010
(Official Gazette of Romania, part I, No. 599/24.08.2010).
